Terms of service
Effective 27 October 2026
1. Who we are
God Bless Cuba is a giving service on cubanew.com operated by DFXDataCorp, a Delaware corporation, 132 Barbaree Way, Tiburon, CA 94920, United States (“we”). The surrounding research atlas is published by QvaPay, Inc. By making a gift you agree to these terms and to the privacy policy.
2. What the service does
We receive gifts from donors and remit them, in QUSD (QvaPay’s U.S.-dollar balance), to the QvaPay account of the charity the donor chose from the list on the God Bless Cuba page. We keep a ledger that records every gift against its charity and publish running totals.
We are not a charity and not a bank. We act as a payment service for the donor’s gift, which U.S. regulations authorize for remittances and donations to Cuba (31 CFR 515.421 and 515.570; OFAC FAQ 756). Nothing on this site is legal, tax or investment advice.
3. Who may give
- You must be at least 18 and able to enter a binding agreement.
- You must give your own money, from a payment method you are entitled to use, for a lawful purpose.
- Before paying you confirm four statements: that you are not a prohibited official of the Government of Cuba, not a prohibited member of the Cuban Communist Party, not on a U.S. restricted-party list, and that the gift is for a lawful purpose. Those statements must be true; a gift made on false statements may be reversed and reported.
- If you are a U.S. person, you are responsible for complying with the Cuban Assets Control Regulations (31 CFR Part 515).
4. Gifts, limits and fees
- Gifts are in U.S. dollars, from $5 to $100,000 per gift. Each payment method has its own minimum, shown before you pay.
- We charge no platform fee. Payment-processor fees are shown before you pay; where a processor deducts its fee from the amount received, the charity receives the net amount.
- A gift is complete when the processor confirms payment (for wires and bank transfers, when the money arrives and is matched to your reference). We may refuse or reverse a gift that fails our fraud or sanctions checks.
- You will receive a receipt by email. Keep it; it carries the donation id used for any request.
5. Remittance to the charity
- Gifts are remitted in QUSD to the charity’s own, verified QvaPay account on a regular schedule (at least monthly). Each remittance is recorded in the ledger and reflected in the public totals.
- Where a charity’s QvaPay account is not yet verified, gifts accrue to that charity’s credit in the ledger and are remitted as soon as it is. If a charity cannot be onboarded within twelve months of your gift, we will offer you the choice of another listed charity or a refund.
- Once remitted, the gift belongs to the charity. How it spends the money is its decision.
6. Refunds and disputes
For a duplicate gift, a wrong amount or a wrong charity, email godblesscuba@qvapay.com within 14 days. If the gift has not been remitted we will refund it to the original payment method or redirect it as you ask. After remittance we will forward your request to the charity.
Please contact us before opening a dispute or chargeback with your bank or card issuer; most questions are resolved the same day, and a dispute delays remittance to every charity in that batch.
7. Taxes
DFXDataCorp is not a tax-exempt organization and does not issue tax receipts. Gifts made through God Bless Cuba are not tax-deductible; donations to Cuba-based Catholic charities are not currently tax-deductible. Consult your own adviser.
8. What you may not do
- Give on behalf of, or for the benefit of, a person or entity prohibited under U.S. sanctions.
- Use the service to launder money, evade sanctions or structure payments.
- Probe, overload or interfere with the site, its database or its processors.
- Misrepresent who you are or whose money you are giving.
9. Our responsibility
The service is provided as is. We do our best to remit every gift promptly and accurately, but we do not control the charities, the payment processors or the networks between them, and we are not responsible for their acts, delays or failures.
To the fullest extent the law allows, our total liability to you for anything arising from a gift or from your use of the site is limited to the amount of that gift, and we are not liable for indirect or consequential loss.
10. Law and disputes
These terms are governed by the laws of the State of Delaware, United States, without regard to its conflict of law rules. Any dispute that we cannot settle by talking to each other will be brought in the state or federal courts located in Delaware, and you consent to their jurisdiction.
11. Changes and contact
We may update these terms; the version in force is the one posted here, with its effective date. Questions: godblesscuba@qvapay.com, or see customer support.
