Cuba's southernmost point, Cabo Cruz (Granma), sits at 19.83°N — nearly 8.5° closer to the equator than Cape Canaveral (28.5°N). Lower latitude means more boost from Earth's spin and cheaper access to low inclinations. And it's rare air: only ~28 spaceports on Earth have ever reached orbit, and just a handful sit at low latitude. Cabo Cruz at 19.8°N would be one of the lowest anywhere — well below Canaveral, and the best-placed in the Americas outside the equatorial pads at Kourou (5°N) and Alcântara (2°S). But latitude isn't everything — the downrange corridor decides the site.
Why south, not east
You launch toward open ocean so stages fall safely. From Cuba, east is blocked: Hispaniola (Haiti/DR) lies just across the Windward Passage, with the Bahamas and Turks & Caicos to the northeast — an eastward launch overflies populated islands almost immediately. South is the opposite: the deep, empty western Caribbean, with the Cayman Trench (~7,686 m) right offshore and open water for 1,000+ km. Ruled out: the far-eastern tip (Maisí) abuts Guantánamo's restricted airspace, and the islands to the east (Hispaniola, the Bahamas) block any eastward launch. One honest note: Cabo Cruz is a coastal reserve today — siting a spaceport here is a call a sovereign free Cuba would make, weighing conservation against one of the best-placed polar launch sites on Earth.

In the US, rockets are increasingly built where they launch — SpaceX's Starbase, Blue Origin's factory beside Cape Canaveral, Rocket Lab's Neutron plant at its Wallops pad — because moving large stages is brutally slow and expensive (NASA barges its biggest stage ~900 miles from New Orleans rather than truck it). For Cuba it's the whole point: sanctions and ITAR make importing finished rockets essentially impossible anyway, so you build everything on the island — engines, stages, avionics and integration — at Cabo Cruz and in the coastal free zones. The base city: Santiago de Cuba
A spaceport needs a manufacturing and logistics city. Santiago de Cuba supplies it: a deepwater port to ship rockets, an international airport (Antonio Maceo, SCU), an industrial base, rail, and the free zone we already propose — ~1–2 hrs from the Granma south coast. It's the build capital; the pads go west, on the Granma coast.

- Launch technology is heavily export-controlled (US ITAR/EAR) on top of OFAC sanctions — the hardest legal barrier, well above geography. Nothing here is a determination that any of it is permitted today.
- Terrain: mountain (Sierra Maestra) or swamp (Cauto delta) — flat, solid land is scarce, hence the offshore-platform option.
- Cuba is in the Atlantic hurricane belt, and has no space-launch heritage — this would be entirely greenfield.
