Why screening isn't optional

OFAC sanctions are strict-liability: a single payment to a blocked party is a violation even if you never knew. The duty covers names, entities, and crypto addresses, and reaches any company owned ≥50% by a blocked party (the 50% rule). In Cuba the real exposure is regime nexus — and many regime operators are on no OFAC list yet.

Individuals on the SDN list — including aliases, transliterations and spelling variants.

Entities

Blocked companies and organizations, plus anything owned ≥50% by them.

Crypto addresses

Blocked digital-currency wallets — exact, case-insensitive match.

Documented regime repressors compiled by the Foundation for Human Rights in Cuba — the people enforcing repression, whether or not Washington has sanctioned them yet. FHRC has run this public database since 2018, sorted into categories from direct violence to the officials who sign the orders, with a published correction channel; 1,695 case files as of August 2026.
