New Cuba
COMPLIANCENot legal, tax, or investment advice — and not authorization for any transaction. U.S. sanctions (the Cuban Assets Control Regulations, 31 CFR Part 515) heavily restrict — and in most cases prohibit — dealings between U.S. persons and Cuba, including any form of investment or equity in a Cuban business. The rules are complex, fact-specific, and change; nothing on this site is a determination that any transaction is lawful. Structure anything Cuba-facing only with qualified OFAC sanctions counsel, and screen every party (names, entities, wallets) with QvaPay Sentinel.Primary sources: OFAC Cuba Sanctions · 31 CFR Part 515 (CACR) · OFAC Cuba FAQs · Cuba Restricted List

Opportunities in Cuba — map the rebuild, support founders the compliance-aware way.

The map-first atlas of Cuba's economy: who controls each asset, what a rebuild would take, and who it was confiscated from — plus the narrow U.S. remittance/support lane for independent private-sector entrepreneurs. Not legal advice; not authorization for any transaction.

QvaPay is the sanctions-aware USD rail we point to for private-sector support today; the atlas is the map for when a freer Cuba can rebuild.

Pay Cuba's independent entrepreneurs — via QvaPay

U.S. sanctions authorize remittances and certain payments to Cuba's independent private sector under the CACR (§515.570(g)(3)) — both individual founders (a self-employed cuentapropista, a freelance developer, a small farmer) and small private businesses (MIPYMEs). Payments are screened with QvaPay Sentinel and routed via QvaPay's peer-to-peer (P2P) rail, which avoids Cuban state banks and regime processors.

We don't name businesses to pay, and we don't determine any transfer is authorized — use OFAC counsel. How the support lane works →
